Active inference offers a unified theory of perception, learning, and decision-making at computational and neural levels of description. In this article, we address the worry that active inference may be in tension with the belief–desire–intention model within folk psychology because it does not include terms for desires at the mathematical level of description. To resolve this concern, we first provide a brief review of the historical progression from predictive coding to active inference, enabling us to distinguish between active inference formulations (...) of motor control and active inference formulations of decision processes. We then show that, despite a superficial tension when viewed at the mathematical level of description, the active inference formalism contains terms that are readily identifiable as encoding both the objects of desire and the strength of desire at the psychological level of description. We demonstrate this with simple simulations of an active inference agent motivated to leave a dark room for different reasons. Despite their consistency, we further show how active inference may increase the granularity of folk-psychological descriptions by highlighting distinctions between drives to seek information versus reward—and how it may also offer more precise, quantitative folk-psychological predictions. Finally, we consider how the implicitly conative components of active inference may have partial analogues in other systems describable by the broader free energy principle to which it conforms. In The Medical Right, Remaking Medicine in Their Image (2007) (Medical Right Report or Report), the Religious Coalition for Reproductive Choice (RCRC) applies the term "Medical Right" to refer to religiously influenced medical, bioethics and health policy organizations of the Religious Right. This extremely important, well researched Report examines how the political agenda of the Religious Right, a political force comprised of fundamentalists primarily in the Protestant and Roman Catholic traditions, impacts reproductive health care. The growing influence of medical associations (...) that apply fundamentalist Christian "biblical values" to research and policy affecting reproductive health care is explored. The Report reveals that many consortiums, think tanks, institutes, and programs apply Religious Right ideology to medical concerns under the mantle of "bioethics" or "biomedical ethics." These groups work with conservative advocacy, outreach, and legal organizations, along with politicians, to advance the policy agendas of the Religious Right. The confluence of conservative politics, fundamentalist religion, and ideologically influenced medicine and science, poses a threat to reproductive health care services, as discussed in detail in the Report. While the Report is comprehensive in its discussion of the Religious Right's involvement in reproductive health issues, it addresses in only a cursory fashion how the Medical Right engages health law and policy governing end-of-life care. The purpose of this paper is to explore this area of concern more thoroughly. (shrink)

The purpose of this study was to identify and describe published research articles that were named in official findings of scientific misconduct and to investigate compliance with the administrative actions contained in these reports for corrections and retractions, as represented in PubMed. Between 1993 and 2001, 102 articles were named in either the NIH Guide for Grants and Contracts ( Findings of Scientific Misconduct ) or the U.S. Office of Research Integrity annual reports as needing retraction or correction. In 2002, (...) 98 of the 102 articles were indexed in PubMed. Eighty-five of these 98 articles had indexed corrections: 47 were retracted; 26 had an erratum; 12 had a correction described in the comment field. Thirteen had no correction, but 10 were linked to the NIH Guide Findings of Scientific Misconduct , leaving only 3 articles with no indication of any sort of problem. As of May 2005, there were 5,393 citations to the 102 articles, with a median of 26 citations per article (range 0–592). Researchers should be alert to Comments linked to the NIH Guide as these are open access, and the Findings of Scientific Misconduct’ reports are often more informative than the statements about the retraction or correction found in the journals. Realizing the ideal of democracy requires political inclusion for citizens. A legitimate democracy must give citizens the opportunity to express their attitudes about the relative attractions of different policies, and access to political mechanisms through which they can be counted and heard. Actual governance often aims not at accurate belief, but at nonepistemic factors like achieving and maintaining institutional stability, creating the feeling of government legitimacy among citizens, or managing access to influence on policy decision-making. I examine the traditional relationship (...) between inclusiveness and accuracy, and illustrate this connection by discussing empirical work on how group decision-making can improve accuracy. I also advance a Generic Epistemic Principle that any evidence-based decision-making procedures must embrace. Focusing on policy-making, I then measure the distance between these standards and the ones actually implemented in U.S. political settings. Psychological research on individual and group decision-making is a source of normative assessment for existing policy judgment, but it neither rationalizes nor legitimates the actual and typical processes used in U.S. institutions of political decision making. To establish this point, I focus on one characteristic government institution—the U.S. House of Representatives Committee on Science, Space, and Technology—that displays deliberative processes at odds with the sciences they advocate, and with the Generic Epistemic Principle. I explain this discouraging condition in terms of several inveterate factors in U.S. politics: a limitlessly money-driven and endless campaigning process that effectively forces elected representatives to align themselves with money and vote strategically, the use of procedural arrangements known to make people feel politically included when they are not, and the unresponsiveness of a majoritarian (vs. consensus) democracy. It is possible to describe certain basic principles that underlie Leibniz’s political activities. These principles do not literally determine the specific steps Leibniz takes, but play a much more decisive role than that due to mere metaphysical principles. They provide a general frame work for his activities and a point of reference towards which his reflections tend. Particular attention is paid here to the concept of perspective and its presence in Leibniz’s correspondence with Bossuet, Pellison and Madame de Brinon and (...) the way in which a theological dialogue enables Leibniz to develop his vision of reality. Para ello, se realiza una comparación de la posición de Renan ante el pensador Lamennais y la de Ortega ante Pío Baroja, donde se aprecian coincidencias no sólo en la interpretación de los (...) personajes, sino en la forma de concebir la práctica intelectual que subyace en sendos trabajos. Il est une question fondamentale dont il semble pourtant qu’elle n’ait pas été posée: celle de savoir ce qui fait que le cogito soit effectivement un principe métaphysique, c’est-à-dire une vérité première. Il semble aussi que ce qui d’ordinaire tient lieu de réponse à cette question dans l’esprit des lecteurs de Descartes, c’est le sentiment vague qu’il s’agit là de la première vérité qui surgisse après la dévastation laissée par le doute universel de la Première Méditation, ou peut-être qui surgisse (...) au cœur de ce doute, puisque le doute ne s’autodétruit que pour faire place à ego sumOr s’en tenir à cela pour justifier le statut de principe métaphysique du cogito, c’est confondre priorité chronologique et primauté métaphysique ou épistémique: en effet, qu’y aurait-il dans le seul fait de se présenter ainsi qui assure que le cogito doive fonder d’autres connaissances, d’éventuelles sciences? Qu’est-ce qui empêcherait aussi qu’il ne soit lui-même assujetti à d’autres connaissances, plus fondamentales, et dont le méditant ne se serait peut-être pas encore aperçu? Il est vrai que cette confusion est compréhensible, puisque la primauté métaphysique du cogito coïncide effectivement avec sa priorité dans l’ordre des connaissancesMais dans le doute ambiant, celle-ci n’est en réalité qu’un effet de celle-là, et le simple fait de constater l’une ne revient pas à être assuré de l’autre. Il ne peut s’agir donc que d’une coïncidence, et la question se pose dès lors de savoir comment se traduit sa primauté, c’est-à-dire comment doivent se concevoir ses rapports avec le reste de nos éventuelles connaissances.
